On Oct. 21, 13 of the nation's leading professional agricultural, biological, chemical and geological organizations sent a joint letter to the U.S. Senate urging it to adopt policies that would limit U.S. greenhouse gas emissions. The Global Humanitarian Forum, a think tank led by former U.N. Secretary General Kofi Annan, calls climate change the greatest emerging humanitarian challenge in a report released ahead of global warming talks in Bonn, Germany, next week. The lack of concrete data on which facilities were emitting greenhouse gases and how much they were spewing into the atmosphere led to a major flaw in the European Union's cap-and-trade system: the over-allocation of pollution permits to industry.
