Nicholson thanked those who helped him become a commissioner and appreciated their confidence.
Nicholson said he has already started to live up to at least one campaign promise of streamlining the commercial building department and will look into online permitting to help ease filing.
Adkins, who took the oath alongside his wife Clara, has said this will be his last term.
