Ownership of the means of production in a socialist economy is a means of control of the means of production. Ownership is sufficient but not necessary in a socialist economy.
If Dallas Dunlap believes that the means of production were under private control in National Socialist Germany, then he is in error about the facts.
Hermann Goering was in charge of the five-year plans put in place in the Third Reich controlling natural resources, labor and capital.
This is not capitalism, but socialism.
