In these times of tight budgets there will be people who insist for one reason or another they are indispensible to the running of the county - that their institutional memory is absolutely essential to the continued operations; that without them the smooth operation of the county and possibly the free world will grind to a halt.
I have a simple test that has proved 100 percent accurate in determining if an employee is indispensible: Get a bucket of water, have them put their hand in it, take their hand out and if there is a hole left, they are truly indispensible. If there is no hole let them draw their own conclusions.
Come to think of it, this might work for elected politicians as well. Consider that some of the institutional thinking these people possess got us into the financial and management mess the county is currently experiencing so their departure might actually make things better.
