Man Charged In Alleged Charity Fraud

HERNANDO BEACH - A Colorado man approached local businesses soliciting donations on behalf of a charity that raises money for Lowe's syndrome research.

At least seven of them donated between $200 and $400 to Terral M. Matlock. Another man wrote him a personal check for $100.

Deputies charged him with organized fraud. The charity reportedly does not exist.

Matlock, 61, of 3492 Crape Myrtle Drive, was arrested Friday and held on a $5,000 bond.

Hernando County Sheriff's Office was contacted after a man told detectives he was approached by Matlock, who explained the charity and gave him a flyer.

The flier stated there was an upcoming benefit for a "Ride for Life" charity run that would benefit the Lowe's Syndrome Foundation and a sponsor child. It also stated the event was affiliated with NASCAR and would take place in November, deputies said.

Matlock also told owners and managers at The Beach Bar, Brian's Place, Hernando Beach Realty, Upper Deck Restaurant, the VFW, Tail Gators Sports Bar and the Sand Trap Bar of the charity event and gave them the same flier. He requested donations and sponsorships, according to an arrest report.

A raffle occurred at the Sand Trap where Matlock raffled a ticket for a winner to ride a Harley Davidson alongside NASCAR celebrity Tony Stewart, deputies said.

NASCAR was contacted and a spokesman told deputies he was unaware of any motorcycle ride or charity and that Stewart was not scheduled to participate.

There was no record of a Lowe's Syndrome Foundation, but someone with the Lowe's Syndrome Association was contacted and he confirmed the agency was not notified or aware of the event, according to the arrest report.

Matlock also had active warrants out of Colorado for a theft charge, authorities said.
